Zelensky Replaces Defense Minister, Citing Need for ‘New Approaches’

President Volodymyr Zelensky said on Sunday that he was replacing his minister of defense, the biggest shake-up in the leadership of Ukraine’s war effort since Russia’s full-scale invasion in February last year, citing the need for “new approaches” as the war stretches toward a second year.

The fate of the defense minister, Oleksii Reznikov, had been the subject of increasing speculation in Ukraine as financial improprieties in the ministry came to light and the government started several investigations into official corruption.

Mr. Zelensky said in a statement that Mr. Reznikov, who has not been personally implicated in the widening investigations into mishandling of military contracts, would be replaced by Rustem Umerov, the chairman of Ukraine’s State Property Fund. Mr. Zelensky said he expected Ukraine’s Parliament, which must approve the change, to sign off on his request.

“Oleksii Reznikov has gone through more than 550 days of full-scale war,” Mr. Zelensky said in a statement announcing his decision on Sunday night. “I believe that the ministry needs new approaches and other formats of interaction with both the military and society at large.”

The decision to replace Mr. Reznikov atop the Defense Ministry comes as Ukraine is in the midst of a major counteroffensive that has made grinding progress in recent weeks, slowly gaining territory in the south and the east. Last week, Ukrainian officials said they had captured the southern village of Robotyne, suggesting that the offensive had penetrated the first layer of minefields, tank traps, trenches and bunkers Moscow has deployed between Ukraine’s forces and Russian-occupied Crimea.

The shake-up arose from an understanding that Ukraine will need new leadership as the war drags on, from Mr. Reznikov’s own requests to step down and from the din of criticism from Ukrainian civil society groups and media over the contracting scandals, said an official in the president’s office, who was not authorized to speak publicly about the dismissal.

Mr. Umerov, a former investment banker, was tapped to replace Mr. Reznikov even though he served in Parliament for Holos, a party in opposition to Mr. Zelensky’s government. He is a Crimean Tatar, a member of the ethnic group persecuted under Russia’s occupation of the Crimean Peninsula.

There was no immediate comment from Mr. Reznikov, who has repeatedly faced questions about his future in recent weeks, including about whether he would move to a diplomatic role, ambassador to Britain. Mr. Zelensky’s announcement made no mention of any future assignment for Mr. Reznikov.

Since the start of the war, Mr. Reznikov has become a public face for Ukraine on the world stage. He was among a handful of Mr. Zelensky’s top security officials who remained in Kyiv, the capital, as it was partially surrounded by Russian forces after the start of the invasion.

Despite the decision to replace Mr. Reznikov, Ukraine has experienced far more stability over the course of the invasion than Russia, which has undergone several leadership changes and endured criticism of its battlefield tactics, culminating in the brief rebellion by the mercenary leader Yevgeny V. Prigozhin, who marched members of his Wagner private military company toward Moscow in June then was declared dead in a fiery plane crash last month.

In October 2022, Russia appointed Gen. Sergei Surovikin to command its forces in Ukraine. He lasted just three months before he was replaced by Gen. Valery V. Gerasimov, Russia’s highest-ranking military officer. U.S. officials have said General Surovikin had advance knowledge of the rebellion plans of Mr. Prigozhin, whose death some Western officials have suggested was ordered by President Vladimir V. Putin of Russia.

Mr. Reznikov had won praise for negotiating the transfer of vast quantities of donated Western weaponry under the Ramstein talks with allies, named for the city in Germany where they began last year. He oversaw the expansion of the army and its transition from an arsenal of Soviet-legacy armaments to Western systems even as his country was under attack.

Ukraine’s army rebuffed Russia’s invasion with foreign military assistance limited mostly to shoulder-fired anti-tank weapons in the first month of the war, but has since incorporated a wide-ranging arsenal of Western heavy weaponry. In its counteroffensive in the Zaporizhzhia and Donetsk regions in the country’s south, Ukraine relies on U.S. and European armored vehicles, tanks, artillery and guided rockets.

But the Ministry of Defense has been buffeted this year by a string of allegations of mishandling military contracting and corruption as its budget ballooned during the war. At one point, $986 million worth of weaponry the ministry had contracted for was undelivered by dates specified in contracts, according to government figures. Some deliveries are months late.

Ukrainian investigative journalists have found other woes with military contracting, seeming to show huge overpayments for basic supplies for the army such as eggs, canned beans and winter coats.

Mr. Reznikov had said the ministry was suing to recoup money lost in the weapons contracts. Government officials have said many of the problems had arisen in the early, chaotic days of the war in Ukraine’s frantic scramble to buy weapons and ammunition and have since been fixed. Two ministry officials — a deputy minister and head of procurement — were arrested over the winter after the reports of overpriced eggs.

Even so, the contracting scandals prompted calls for Mr. Reznikov’s resignation.

Last week, the White House national security adviser, Jake Sullivan, met with three high-ranking Ukrainian officials to discuss efforts to stamp out wartime corruption, as some critics of the war in the United States have used graft as an argument for limiting military aid to Ukraine. Mr. Sullivan met the heads of a specialized investigative agency, prosecutorial office and court set up with help from the United States after Ukraine’s Western political pivot in the Maidan street uprising in 2014.

But it appears that the change was not anticipated. As of Friday, Mr. Reznikov was scheduled to visit the Pentagon this later this week to meet with Defense Secretary Lloyd J. Austin III. The two men had regular contact and spoke “relatively frequently,” according to a U.S. official who spoke on background as the news was breaking on Sunday. It is believed that they last met in person at the NATO summit in Vilnius, Lithuania, in July.

Corruption has plagued Ukraine for most of its post-independence history but had improved over the past decade, according to assessments by Transparency International, a global anti-corruption group. Mr. Zelensky campaigned on an anti-corruption platform before winning the presidency in 2019, and efforts to fight graft have been widely acknowledged as crucial to Ukraine’s efforts to move closer to its Western allies, including its hopes of joining the European Union.

In recent weeks, Mr. Zelensky has stepped up measures against wartime graft, firing all the country’s recruitment officers after bribery scandals and proposing a law that would punish corruption as treason under martial law.

In May, the head of Ukraine’s Supreme Court was detained in a bribery investigation. And on Friday, Ukrainian media reported that and a court set bail at more than $25,000 for a former deputy minister of economy accused of embezzling humanitarian aid.

The allegations dogging the ministry are not related to Western weapons transfers but to domestic weapons procurement, which is not directly financed by aid from allies. These countries transfer weapons and ammunition directly to the Ukrainian army while financial aid is directed to nonmilitary spending. Ukrainian tax revenues fund defense procurement, where the accusations of mismanagement arose.

In an earlier shake-up last summer, Mr. Zelensky had dismissed the director of his domestic intelligence agency and prosecutor general, also in the wake of allegations of corruption and mismanagement.

In late June, Wagner mercenary leader Yevgeny Prigozhin took control of Russia’s southern city of Rostov-on-Don, the opening salvo of a mutiny against the Kremlin that ended in a fragile truce orchestrated by Belarus’s leader Alexander Lukashenko.

The uprising was a public humiliation for Russian President Vladimir Putin, a leader believed to have a long history of taking out those he perceives as traitors.

Many believed Prigozhin’s days were numbered.

The uprising was a public humiliation for Russian President Vladimir Putin, a leader believed to have a long history of taking out those he perceives as traitors.

Many believed Prigozhin’s days were numbered.

Two months later, a private Embraer jet travelling from Moscow to St Petersburg crashed on August 23 north of the capital, killing Prigozhin and nine other people on board, including Dmitry Utkin and Valery Chekalov, four bodyguards and a crew of three.

But different theories as to why the jet crashed abound, with Moscow and Washington both suggesting foul play. Here is what has been said:

Possible ‘deliberate atrocity’: Kremlin

The Kremlin said on Wednesday that investigators were considering the possibility that the plane carrying Prigozhin was downed on purpose, the first explicit acknowledgement that he may have been assassinated.

“It is obvious that different versions are being considered, including the version – you know what we are talking about – let’s say, a deliberate atrocity,” Kremlin spokesperson Dmitry Peskov told reporters when asked about the investigation.

Asked if the International Civil Aviation Organization would investigate the crash, Peskov said that the circumstances made it different, though he cautioned that investigators had made no formal conclusions yet about what exactly took place.

“Let’s wait for the results of our Russian investigation,” Peskov said.

Asked about that report, Peskov said: “First of all, the investigation is under way, the Investigative Committee is engaged in this.”

“In this case, there can be no talk of any international aspect,” Peskov said.

In an unusual move, the Interstate Aviation Committee (IAC), which oversees aviation accident investigations in a grouping of former Soviet republics, including Russia, said it was not investigating the crash, adding that it would not be commenting on the “circumstances of the incident”.

The Kremlin has rejected as an “absolute lie” the suggestion by some Western politicians and commentators – for which they have not provided evidence – that Putin ordered Prigozhin to be killed in revenge.

Intentional explosion likely caused crash: Washington

A preliminary US intelligence assessment concluded that an intentional explosion caused the plane crash.

One of the US and Western officials who described the initial assessment said it determined that Prigozhin was “very likely” targeted and that the explosion falls in line with Putin’s “long history of trying to silence his critics”.

Pentagon spokesperson General Pat Ryder said press reports that a surface-to-air missile took down the plane were inaccurate. He declined to say whether the US suspected a bomb or believed the crash was an assassination.

FSB ‘most likely’ behind plane crash: British security sources

Shortly after the crash, British security sources told the BBC that Russia’s Federal Security Service, the FSB, was “most likely to have targeted Yevgeny Prigozhin’s plane”.

The UK’s Secret Intelligence Service, the MI6’s former head, Richard Dearlove, also told the Telegraph newspaper that Prigozhin’s death was “unsurprising”.

“I’m sure it’ll be presented as an accident, and there will be an element of doubt, but everyone in the West will come to the same conclusion – that this is Putin’s revenge on people who challenge his power base,” he added.

Air defences hit plane: pro-Wagner Telegram channel

Prigozhin supporters claimed on pro-Wagner channels of Telegram messaging app that the plane was deliberately downed.

A post by Grey Zone, a Wagner-connected social media channel, claimed Russian anti-aircraft defences had shot down the plane.

It said that residents heard “two bursts of characteristic air defence fire” before the crash.

“This is confirmed by inversion traces in the sky in one of the videos,” it added.

Eyewitness accounts report explosion before crash

The plane crashed near the village of Kuzhenkino in Russia’s Tver region.

Kuzhenkino resident Vitaly Stepenok, 72, told the Reuters news agency: “I hear an explosion or a bang. Usually, if an explosion happens on the ground, then you get an echo, but it was just a bang, and I looked up and saw white smoke.”

“One wing flew off in one direction, and the fuselage went like that,” he said, gesturing with his arms to show how the plane headed down towards the ground.

“And then it glided down on one wing. It didn’t nose-dive, it was gliding.”

Another villager named Anatoly said: “In terms of what might have happened, I’ll just say this: It wasn’t thunder; it was a metallic bang. Let’s put it that way, I’ve heard things like that before.”

Aircraft ascended, descended several times before crash: Flightradar24

Flightradar24, a Swedish internet-based service that shows real-time aircraft flight tracking information, released a report on the plane crash that showed the aircraft had struggled to maintain altitude before it plummeted to the ground.

“Even though the aircraft was not transmitting position information, other data like altitude, speed, vertical rate, and autopilot settings were broadcast. It is this data that provides some insight into the final moments of the flight,” the report stated.

Flightradar24 says that after levelling off at 28,000 feet (8,534 metres) at 6:10pm (15:10 GMT), the aircraft continued in level flight at consistent speed until 6:19pm (15:19 GMT), at which point the vertical rate decreased dramatically causing the aircraft to descend briefly before climbing to a maximum altitude of 30,100 feet (9,174 metres) and then dropping to about 27,500 feet (8,382 metres).

Flightradar24 says the plane then climbed once more reaching 29,300 feet (8,931 metres) and levelling off once again before eventually spiralling into a fall to the ground.

A little-known American internet hosting company appears to be partially enabling a “wide range” of cybercrime, nation-state hackers and a sanctioned spyware vendor, researchers alleged Tuesday.

Additionally, the company known Cloudzy is “almost certainly a cutout” for a outfit operating in Tehran, according to an investigation by the cybersecurity firm Halcyon.

Halcyon’s analysis concludes that hosting company Cloudzy either knowingly or unwittingly provides a platform for illicit digital activity linked to China, Iran, North Korea, Russia, India, Pakistan and Vietnam. Furthermore, according to the researchers, Cloudzy’s infrastructure has been linked to Candiru, an Israeli spyware vendor sanctioned by the U.S. government in November 2021.

Cloudzy is one of an array of web infrastructure firms abused by criminals and state-backed hackers to carry out operations around the world, Halcyon noted. But unlike so-called bulletproof hosting providers, which claim to operate with a policy of customer anonymity out of a belief in privacy, Cloudzy takes it a step further by appearing to be a normal company when it seems to be trying to hide its connections, the research revealed.

Ransomware syndicates and state-aligned hacking operations take advantage of a robust ecosystem of malware developers, initial access brokers, cryptocurrency launderers, hosting providers and other entities to carry out their operations. According to Halcyon, Cloudzy is essentially a command-and-control provider (C2P), giving hackers a ready platform to launch attacks, obfuscate traffic and make attribution more difficult.

Cloudzy appears to be the work of abrNOC, according to Halcyon, a company with an address on Fatemi Square in Tehran. Its blogs are written by people who either don’t exist or are using fake names, Halcyon found. The headshot for one blog author named “Matt Schmitt,” for instance, is a stock image of a man standing in a server room. The two companies’ logos are nearly identical as well, with Cloudzy’s being one shade of purple while abrNOC’s is blue, red and green.

Halcyon concluded with “high confidence that C2P Cloudzy is almost certainly a cutout for the actual hosting company, abrNOC, operating out of Tehran, Iran,” the report read.

“Our report identified several areas of potential legal liability relating to the apparent operation of an Iranian business in the United States, which if substantiated would raise significant concerns in light of current sanctions requirements,” the report read, referring to federal regulations related to working with Iranian companies. Halcyon recommended that anyone doing business with Cloudzy “pause to consider the legal implications of their continued association with that company.”

Less than five minutes after CyberScoop sent an email to Cloudzy’s support email address, a message came back saying the query would not be accepted because it did not come from a recognized Cloudzy customer email address. Attempts to reach the company by phone Monday were unsuccessful; the line was busy each time.

Halcyon began investigating Cloudzy as it was looking into two previously unknown ransomware affiliates, who were using a third-party hosting service as part of their infrastructure, Jon Miller, Halcyon’s CEO and co-founder, told CyberScoop ahead of the report’s release.

“When we reached to the third party to let them know that their infrastructure was being abused,” Miller said, referring to Cloudzy, “they essentially brushed us off. That tipped us off that if they’re brushing off these types of abuse complaints, there’s probably a lot of abuse going on here.”

Cloudzy initially said it would suspend one of the accounts flagged by Halcyon, according to the report, “but then shortly reversed course,” referring Halcyon instead to one of a more than a dozen internet service providers that may be leasing IP space to Cloudzy.

Subsequent analysis of traffic related to Cloudzy — which operated as “RouterHosting” until 2022 — revealed that “at least 40% – 60% of activity leveraging Cloudzy services is malicious in nature,” according to the report.

Analysis of one of the ransomware operators — which Halcyon dubbed “Space Kook,” a reference to a Scooby Doo villain —  showed connections to an initial access broker Google’s Threat Analysis Group dubbed Exotic Lily in a March 2022 report. Exotic Lily, in turn, had shown previous connections to a Russian financially-motivated cybercrime group known as FIN12, and the Conti ransomware group.

Analysis of malicious traffic leading back to Cloudzy showed what Halcyon described as “a staggering array of attack infrastructure which we, and others in the security community, recognized and associated with a wide range of threat actors.” The historic activity included hacking operations with ties to state-aligned groups in China, India, Iran, North Korea, Russia and Vietnam, the research showed. Some activity tied to a group tracked as UNC2352, which had been accused of attacking hospitals with Ryuk ransomware variant.

“C2Ps end up granting ransomware groups anonymous use of their infrastructure to launch attacks because, in the interest of privacy, they never bother to ask who their customers are,” the report read. “They are not required to. In this way, ransomware activity lines two sets of pockets – the criminals who deploy it and the service providers who turn a blind eye to them. In the case of Cloudzy, that blind eye missed a lot.”

Cloudzy, which claims to operate out of New York City, is registered in Wyoming under the name of a lawyer who provides registered agent services, while a support phone number is tied to an address in Las Vegas. A man named Hannan Nozari is listed as abrNOC’s CEO, and identifies himself as the founder of both companies in his Twitter bio, as well as an “Noob on the Internet,” a reference to being new and inexperienced online.

A message left for the attorney in Wyoming, as well as an email sent through the firm’s online portal, was not immediately returned. Nozari did not respond to a message sent via LinkedIn, but he told Reuters that he was not responsible for his customers’ actions and that his company does “everything we can to get rid of them.” Nozari also told Reuters that he estimated only 2% of his clients were malicious.

“We recommend that Internet service providers learn a lesson from C2P Cloudzy and do a better job of knowing their customers,” Halcyon concluded. “For even if C2P Cloudzy had no knowledge of the high frequency and volume of the malicious traffic running through its leased infrastructure, significant damage was still done as a result of their policies. And the abuse of legitimate service providers will continue so long as ‘Internet noobs’ like Hassan Nozari allow criminals to act with impunity — all in the name of privacy.”

A board of presidential advisers recommend the White House supports a series of changes to improve compliance with the use of a controversial surveillance program, yet overwhelmingly backs reauthorization of the intelligence gathering tool, according to a report released Monday.

The report comes as Congress debates whether to renew Section 702 of the Foreign Intelligence Surveillance Act, which is set to expire at the end of the year. Lawmakers are expected to introduce legislation to reform the tool in the coming weeks.

One of the most notable of the 13 recommendations includes removing the FBI’s authority to conduct queries for non-national security-related crimes. “FBI’s use of Section 702 should be limited to foreign intelligence purposes only and FBI personnel should receive additional training on what foreign intelligence entails,” the report notes.

The report from the President’s Intelligence Advisory Board warns that repeated abuse of the spying tool by the FBI to search for the digital communications of U.S. persons has eroded public trust.
