EU strongly believes the Lachin corridor must be unblocked – Michel

YEREVAN, SEPTEMBER 1, ARMENPRESS. The EU strongly believes the Lachin corridor must be unblocked, the spokesperson of Charles Michel, President of the European Council, said in a statement on September 1.

The current humanitarian situation on the ground is deteriorating rapidly and it is imperative to take steps to address the needs of the local population, Michel’s spokesperson Ecaterina Casinge said in the statement.

“President Michel has continued to be intensely engaged in advancing the Armenia-Azerbaijan normalization process. His efforts over the past weeks, supported by Toivo Klaar, EUSR for the South Caucasus, have focused as a priority on addressing the humanitarian situation of Karabakh Armenians.

EUSR Klaar and President Michel’s team have been in frequent contact with Baku, Yerevan and representatives of Karabakh Armenians to work out a solution for unblocking access.

The current humanitarian situation on the ground is deteriorating rapidly; it is imperative to take steps to address the needs of the local population.

European Council President Charles Michel has proposed a step-by-step approach which would reflect a sequencing in the full-fledged operation of the Lachin corridor and the opening of the Ağdam route.

Sequencing of these steps and the type of cargo that would be delivered by each of these roads, as well as attendant procedures, have been the core of the recent discussions.

The EU strongly believes the Lachin corridor must be unblocked, in line with past agreements and the ICJ Order, and notes that the use of the Ağdam road to provide supplies can also be part of a concrete and sustainable solution to the provision of urgent and daily basic needs. Discussions on these elements had started following the last meeting of the leaders in Brussels on 15 July 2023.

The EU side has also stressed the need for Baku to provide clarity to Karabakh Armenians in terms of procedures for their movements through Lachin corridor to and from Armenia.

In parallel, exchanges have also focused on restoring electricity and gas supplies to Karabakh Armenians as soon as possible.

Beyond the immediate situation, the EU side has stressed the need to address legacies of the conflict to facilitate a long-term sustainable resolution.

Dialogue between Baku and representatives of Armenians living in the former Nagorno-Karabakh Autonomous Oblast will be essential in this regard. The rights and security of Karabakh Armenians must be guaranteed and discussions on specific modalities should start as soon as possible.

The dialogue between Baku and the Karabakh Armenians needs to strengthen confidence and trust. To this end the EU has provided various suggestions for international support to this process, as well as for engagement on the ground to underpin the implementation of agreements reached.

All the above efforts have only one goal: ensure irreversible normalization of relations between Baku and Yerevan for the benefit of all populations on the ground. It is now time for courageous compromise solutions, also in light of today’s escalation.

The EU has been engaged with other international actors in these efforts, through regular personal contacts and exchanges of views on how best address the current unsustainable situation.”

President of the Republic of Azerbaijan Ilham Aliyev and other
presidents participating in the 5th Consultative Meeting of the
Heads of State of Central Asia have viewed the EXPO Central Asia
2023 exhibition in Dushanbe.

The exhibition organized with the support of the government of
Tajikistan features leading companies and their products.

The purpose of the exhibition is to introduce products of
manufacturing companies and strengthen trade cooperation between
countries of Central Asia.

The pavilions of Central Asian countries demonstrate a large
assortment of light industry and cocoon production, hydropower and
innovative equipment, household appliances, as well as meat
products, dairy products, dried fruits, canned food, soft drinks
and other products.

Cars, passenger and cargo vehicles, military defense vehicles,
as well as agricultural equipment from Central Asian countries were
on display in the open area of the exhibition.

The exhibition also featured the results of activities and
achievements of the International Fund for Saving the Aral Sea and
the World Health Organization.

The exhibition also provided detailed information about trade
along the Silk Road, which took place in ancient times, and the
activities of Tajik artisans in different periods.

The hydropower resources of Tajikistan were demonstrated in a
separate corner.

Then the heads of state visited an exhibition of industrial
products of Uzbekistan, Kazakhstan and Turkmenistan.

It was noted that the organization of such a large regional
exhibition contributes to the expansion of trade cooperation, the
development of production workshops and enterprises, and an
increase in the range and volume of industrial products in the
countries involved.

As the House considers the Defense Appropriations Bill, Representatives Adam Schiff and Jake Auchincloss are urging Congress to cut off aid to Azerbaijan.

“The ongoing blockade of the Lachin Corridor by Azerbaijan has cut off essential aid to over 120,000 people. Time is of the essence. The blockade must end,” Rep. Schiff said in a video message.

“The blockade must end. The USA can’t let Azerbaijan starve the Armenian population in Artsakh into submission,” Rep. Auchincloss stated.

On September 14, Minister of Defense of the Republic of Armenia Suren Papikyan held a meeting with the Commander-in-Chief of the Ground Forces of the Russian Federation, General of the Army Oleg Salyukov, and the newly appointed Commander of the Russian Peacekeeping Contingent in Nagorno-Karabakh, Major General Kirill Kulakov.
The Minister of Defense of the Republic of Armenia congratulated Major General Kulakov on taking office and wished him success during the peacekeeping mission.

During the meeting the current situation on the Armenian-Azerbaijani border, around Nagorno Karabakh and the operational situation and existing issues in the area of responsibility of the Russian peacekeeping contingent, as well as a number of issues aimed at increasing the effectiveness of the Russian peacekeeping mission in Nagorno Karabakh were discussed, the ministry said in a press release.

Minister Papikyan emphasized the importance of the unconditional implementation of all the provisions of the trilateral statement of November 9, 2020, and highlighted the need for efforts aimed at unblocking the Lachin Corridor as soon as possible.

The Minister of Defense provided information on the movements and concentration of Azerbaijani armed forces along the borders, regular provocations, and shootings targeting Armenian outposts, as well as parallel to this, the frequent dissemination of disinformation.

Esteemed heads of state!

Dear friends!

First, I would like to express my gratitude to the President of Tajikistan, esteemed Emomali Sharipovich Rahmon, for the invitation to attend the 5th Consultative Meeting of the Heads of State of Central Asia as the guest of honor. I also express my gratitude to dear colleagues for supporting Azerbaijan’s participation in this event.

This is my second visit to brotherly Tajikistan this year. My state visit in April, decisions taken during the visit and the signed documents reaffirmed the strategic nature of our relations. We are looking forward to the state visit of the President of Tajikistan to Azerbaijan. I am confident that it will further contribute to strengthening of our relations. Taking this opportunity, I would like to congratulate the friendly people of Tajikistan on the Independence Day.

Azerbaijan and the countries of Central Asia are bound by the centuries-long brotherhood ties of our peoples. Shared cultural roots are the solid foundation of interstate relations.

For over 30 years, as independent states, we actively engage both in bilateral and multilateral formats. We support each other’s independence, sovereignty and territorial integrity, and actively develop economic ties. With growing economy, demographics and geopolitical potential Central Asia and Azerbaijan is a single historical and cultural geographic region of strategic significance in world politics.

It is the first time that I am participating in the Consultative Meeting, and I wish to express my confidence that this format of regional cooperation will contribute to bringing our countries and peoples closer.

In the last 2 years I have paid 9 visits to the Central Asian states. During the same period, all the heads of the brotherly states made numerous visits to Azerbaijan. The active dynamics of reciprocal visits will continue until the end of the year.

The growth of mutual trade and investments is one of the key factors of the bilateral cooperation. It is gratifying that the figures in both of those directions indicate consistent growth.

Last year the trade turnover of Azerbaijan with the Central Asian countries increased more than 3 times. During 7 months of this year – for another 50 %.

Joint investment funds have been established, and with over $1 billion of investments for the coming 3 years have been agreed. We are already implementing many projects in the sphere of industrial cooperation, machine-building, automobile industry, shipbuilding and agriculture, namely cotton production, sericulture, horticulture and livestock farming. Investment projects in hotel business and tourism are at the initial stage of implementation. We see the interest of Central Asian companies in the Alat Free Economic Zone established recently in Azerbaijan.

The sphere of transportation and logistics holds an important place in our relations. For the Central Asian countries Azerbaijan is a reliable transit country along the route to the markets of Türkiye and Europe. Not of the least significance is the transit in the opposite direction. Our brothers in Central Asia know that Azerbaijan’s entire transportation and logistics infrastructure is available to them.

We are modernizing the Baku-Tbilisi-Kars railway to meet the rising demand for cargo transportation through the East-West route. The cargo volume via that road will be increased from 1 to 5 million tons. In parallel to that, the capacity of the Baku Trade Port is also being expanded from current 15 to 25 million tons.

Azerbaijan has the largest trade fleet in the Caspian Sea with over 50 vessels. Given the growing demand of the shippers from Central Asia, we are actively working on expanding the capabilities of our shipyard. Upon the completion of investment projects, the number of manufactured tankers and dry cargo vessels will be increased from current 6 to 10-15 vessels annually.

It is necessary to ensure optimization of tariffs and simplification and streamlining of regulatory and customs procedures in order to attract larger volume of cargo. Digitalization of the East-West transportation corridor is one the key factors in providing for transparency of transit shipping and creating equal opportunities for parties involved in the transportation process.

The Digital Silk Way project on the establishment of a fiber-optic infrastructure is the new cooperation sphere between our countries that we are actively working on.

Dear colleagues!

This year marks the 25th anniversary of the inception of the United Nations Special Program for the Economies of Central Asia – SPECA. I have sent official invitations to the esteemed heads of state and will be delighted to welcome you at the Summit in Baku this November.

I want to once again express my gratitude to all the heads of state for the invitation to today’s meeting and wish the brotherly peoples of Central Asia peace and prosperity.

Why Israel Backs Azerbaijan in Nagorno-Karabakh Conflict: It’s Not About Armenia

Amidst the devastation caused by the recent earthquakes in Turkey on 6 February, Iranian Foreign Minister Hossein Amir Abdollahian made a strong statement warning against the threat posed by the Zionist regime to peace and stability in the region. Specifically, he pointed to Israel’s involvement in the Nagorno-Karabakh conflict, where Azerbaijan emerged victorious with significant support from Israel in the form of technology and arms. But why did Israel get involved in a conflict thousands of miles away, with no direct interests? In this post, we’ll take a closer look at Israel’s strategic partnerships with Azerbaijan and Turkey, and how they tie into its involvement in the Nagorno-Karabakh conflict.

On 8 March, following devastating earthquakes in Turkey a month earlier, Iranian Foreign Minister Hossein Amir Abdollahian visited Turkey to show solidarity. During his visit, he met with his counterpart, Turkish Foreign Minister Mevlüt Çavuşoğlu. In a key moment of the press conference afterwards he noted:

“We see the presence of the Zionist regime in the region as a major threat to peace and stability. Wherever this regime is involved, there has been insecurity and crisis. The Islamic Republic of Iran warns the parties to pay close attention to the behavior of the Zionist regime. They should not allow its presence in the region.”

The Iranian Foreign Minister was referring to the Nagorno-Karabakh (NK) Conflict and specifically to Israel’s role in it. Between 27 September and 10 November 2020, the second NK war saw Azerbaijan emerge victorious over Armenia. However, what was surprising was the extent of Israel’s involvement in the conflict, with the country providing significant support in the form of technology and arms to Azerbaijan. This raises the question: why did Israel become involved in this conflict?

At first glance, Israel’s involvement may seem puzzling. After all, the country is located thousands of miles away from the region and has no direct interests in the conflict. However, a closer look reveals that Israel’s involvement is tied to its strategic partnerships with Azerbaijan and Turkey, both of which have become important regional allies for Israel. The alliance between Israel and Azerbaijan recently celebrated 30 years of diplomatic ties, that include but are not limited to, energy cooperation, arms trading, diaspora politics, memory politics of the Armenian genocide, and counter-intelligence of the Iranian nuclear project.

The NK Conflict: Historical Context

The NK conflict is a complex issue with significant relevance for many academic disciplines, including ethnic conflict studies and post-Soviet conflict studies. It also affects policy making in terms of great power struggles involving Russia, Turkey, Iran, the United States, and the European Union.

In 1988, as part of the disintegration of the Soviet Union, NK was made an autonomous region. However, tensions quickly escalated when the Armenians residing in NK declared their desire to secede from Azerbaijan and join the Republic of Armenia. This led to the first round of violence and war in NK, which lasted from 1988 to 1994. During this period, Azerbaijan lost control of several sub-regions in and around Nagorno-Karabakh, including Kalbajar, Lachin, Fuzuli, Aghdam, Jabrayil, Gubadli, and Zengilan. This process led to the occupation of 20 percent of Azerbaijani lands and the displacement of hundreds of thousands of people.

The United Nations (UN) Security Council responded to the conflict by adopting several resolutions, including 822, 853, 874, and 884, which condemned the occupation of Azerbaijani territories and called for the cessation of hostilities and the withdrawal of all occupying forces. However, the NK conflict remained unresolved, and tensions continued to simmer between Armenia and Azerbaijan.

During the interwar period from 1994 to 2020, Armenia continued its occupation of the above sub-regions. The second NK war, also known as the 44 days war, began on 27 September 2020, with a counter-offensive operation along the entire front as the Azerbaijani army began liberating the territories that had been occupied by Armenia since the first NK war. The second war demonstrated the strength of the Azerbaijani army and ended with the decisive victory of Azerbaijan.

Thus, in practice, how does Israel back Azerbaijan in the Nagorno-Karabakh conflict? Between September and November 2020, Israel’s defence industries were very busy as the ‘Second Nagorno-Karabakh (NK) War’ was launched between Armenia and Azerbaijan. Israel actually played a key role: during this conflict in the South Caucasus, Israel’s technology and arms were put to use extensively by Azerbaijan’s military against Armenia. The evidence documented in various news outlets demonstrates Israel’s support in the conflict: Baku’s alliance with Israel and Turkey enabled its military to assume a winning position on the battlefield against Yerevan. The Stockholm International Peace Research Institute (SIPRI) reported that Israel supplied 60 per cent of all Azerbaijan’s arms imports between 2015 and 2019.

The NK Conflict and Geopolitical Puzzle

Israel’s involvement in NK is part of a larger geopolitical puzzle; both Israel and Turkey have been using this conflict: not only as a ‘laboratory’ to examine the quality of their arms, but also to counter Iran’s aggressive ambitions in the region and to use NK as a ‘security buffer’. The arms Israel exported to the NK conflict during the 44 days of the war in 2020 left little doubt that Jerusalem seeks to support Azerbaijan in NK as a proxy war zone against Iran’s aggressiveness in the region that combines Holocaust denial, nuclear threats, and statements about the destruction of Israel and Zionism. Therefore, in other words, Israel, Turkey and Azerbaijan could be seen as one side in the conflict.

On the other side, the alliance between Iran, Armenia, and Russia is a significant factor in the NK conflict. These countries share historical and cultural ties and have long-standing diplomatic relations. During the 2020 war, Iran provided logistical support to Armenia, including the transportation of military equipment and personnel, while Russia supplied weapons and ammunition.

The potential implications of Netanyahu’s victory in the 2022 Israeli elections and his anti-Iran sentiment are indeed evident in numerous statements made by him and his government. Netanyahu has been a vocal critic of Iran and its nuclear program, arguing that it poses an existential threat to Israel’s security. While previous Israeli prime ministers, such as Naftali Bennett, Yair Lapid, and Ariel Sharon, emphasized their commitment to countering Iran and its nuclear program, Netanyahu took this to an unprecedented level by weaponizing the issue to an art form. In fact, during his famous 2015 address to the American Congress about the nuclear deal that allies were pursuing with Iran, Netanyahu went behind President Obama’s back and criticized the agreement by stating, “This is a bad deal — a very bad deal.”

Netanyahu’s previous actions as prime minister are likely to influence his actions in the region the future. This could lead to an increase in Israel’s presence in the South Caucasus, more pressure on Iran, greater support for Azerbaijan, and can explain the belligerent statements by the Iranian foreign minister above.

In conclusion, as long as the pieces of this firm geopolitical puzzle remain in play – particularly Iran and Israel’s mutual hostility – Jerusalem will maintain its high-profile support, training, and supply of arms to Azerbaijan.

Speaker of Azerbaijani Milli Majlis Sahiba Gafarova has met with members of the Israel-Azerbaijan inter-parliamentary friendship group Evgeny Sova, Osher Shkalim, Tatiana Mazarsky and Almog Cohen.

Touching upon the friendly and partnership relations between Azerbaijan and Israel, Speaker Sahiba Gafarova emphasized the exceptional role of active political dialogue, high-level visits and meetings in the development of relations between the two countries.

She noted that Azerbaijanis and Jews have lived together for centuries in peace, friendship and mutual understanding.

During the meeting, the sides discussed issues of cooperation between the parliaments of Azerbaijan and Israel. They also noted the activity of friendship groups and the importance of mutual visits of members of parliament in the development of relations between the two countries’ legislative bodies.
